"Mandated" volunteer work from Obama?

Anyone else the least bit alarmed by that?

EDIT - Less than 4 hours after posting this link with the quote taken out of it, someone rewrote what the link said and changed a lot of the words. "Requirement" was changed to "Oh, it's a goal" and they also added some BS about tax dollars that was never in there before.
